556Growing up in a very humble background in a small Ugandan village I have always believed that the answer to my purpose lies in creating the results that I desire To tread upon the hallowed grounds of a successful and fruitful career I must determine the shape that my actions will take and trust in their finality I hold a bachelor of Arts degree in Philosophy having graduated Magna Cum Laude My academic background and professional experience have given me a very broad outlook and will help me bring a variety of perspectives to public policy debates while pursuing the Master of Public Policy at the Hertie school of governance Berlin Applying my skills and experience in scholarly analysis of policy and governance questions the exposure the network and the expertise that comes with this prospect are such a horizon I am looking forward to with anticipation To be an agent of change in Uganda and the entire African community I need the skills to challenge standard approaches and find ways to maneuver around old practices and policies To be in a position to challenge even the rules that seem carved in stone for better policies to develop the economically sidelined African communities As a Senior Loans officer in an International Micro Finance Organization Vision Fund International Uganda I integrated with people on peripherals of society improving livelihoods through loaning small amounts of money to people living in poverty to build or expand a small business
With a regular and secure income Ugandan mothers and fathers could take care of their children and plan for their futures I traveled regularly to Kenya Rwanda and Tanzania gained international experience and realized that not only do many people live below the poverty line but also stay poor for long and sustained periods In Sub Saharan Africa the working poverty rates are close to 69 percent in 2017 increasing by more than 10 million in the past decade to 65 8 million more than in any other region of the world ILO 2017 Surprisingly the peoples resilience hard work and courage skyrockets only short on policies that guide them in the initiatives they begin the changes they implement the new product ideas they pursue and every investment they make all in the midst of an unclear political and economic prospect The low Education levels seem to be adding insult to injury since education is fundamental to informed decision making personal empowerment active and passive participation in local and global social community Stromquist 2005 p 12 I have participated in voluntary education initiatives including Jane Frances School Kirimya Masaka and the Mizinga School Project which aim at educating the African child by improving learning conditions through setting up permanent classrooms with sanitary facilities as opposed to children learning under the mango tree while also helping children with special needs www janefrancesschool com I realized that even though much progress has been achieved in providing education to children in Uganda much effort is still needed For example the number of pupils in school has increased by a third across Africa since 1999 but globally there are still 67 million children out of school 43 of whom live in Africa Uganda having the world's youngest population with over 78 percent of its population below the age of 30 developing appropriate policy systems to provide quality education requires no second thoughts
