In today's global world the agenda is changing very fast It's almost impossible to follow and analyze them Political agreements economic crises development plans these issues are always on the agenda But among these there is an issue that will fundamentally change the states economies political vision even their demographic structure Which is really important and effects human lives in the short term The refugee problem Throughout history people had to migrate from one place to another Even if the reasons change generally they have migrated for agricultural scarcity war and exile But nowadays immigration and refugee concepts have become different from the past centuries Through the years this crisis is getting bigger and bigger Just in 25 years The number of migrants is doubled Over 36 million people migrated due to the reasons mentioned above In this global world where democratization liberalism and human rights are widespread and accepted It s an international problem that refugee issue remains like this and fall astern This critical analysis paper will analyze and explain the refugee issue in the context of international law The successes and failures of the international refugee regime will be examined and proposals will be brought up with a different and innovative perspective Introduction part will describe the meaning of these words and differences between them followed by concepts history In the development section success and failures of international organizations will be analyzed and explained Lastly with a new perspective personal suggestions will be given to refugee regime


There are a lot of academical and linguistic explanations about word refugee but basically a refugee is a person who has been forced to cross national borders and who cant return home safely The idea that people who migrate to other lands are not getting harmed in any aspect tourist merchants refugees is based on the ancient Greeks and the Egyptians Most primitive migration movements and asylum cases present sense occurred with tribes which may be called community in the year 2000 BC Of course it s not fair to compare these refugee movements with todays Because today s migrations are much larger At the same time there are full of political and economic obstacles But there were similarities as well as differences in the basic sense Even in that time Local people prejudiced against the refugees who migrated from another country They excluded them Because in their aspect refugees were generally considered unwanted people in their country They think refugees are uncivilized Refugees are neither seen nor heard but they are everywhere They are witnesses to the most awful thing that people can do each other and they become storytellers simply by existing Refugees embody misery and suffering and they force us to confront terrible chaos and evil Helton 2002

The idea of not interfering with the rights and freedoms of people broughted the freedom movement and liberalism idea Indirectly these developments affected refugees rights and their structure One of the best examples of this issue is the French Revolution 30 Year Wars going on in Europe Religious minority group migrated from the war and they pioneered the beginning of reform movements in France But there was still no legal international agreements related to the refugees The situation of refugees continued same until the 19 th century Along with the emergence of the First World War in the early 19 th century There has been an incredible increase in the number of refugees The civilian population who wanted to escape the destruction of the war began desperately to migrate In this period only about 1 million people migrated from Russia In the next 20 years although the war was over close to 6 million people left their land to live freely No state will ever be able to initiate such a major initiative so in 1920 a Leauge of Nation was established in Switzerland The Leauge of Nations High Commission for Refugees started in 1921 under the management of Fridtjof Nansen Norwegian traveler diplomat This institution was aimed to helped refugees in worldwide Unfortunaetly ın 1946 Leauge of Nations collapsed because of several reasons However in 1945 United Nation emerged and they opened a new institution called International Refugee Organizaton İn that time because of the World War II approximately 32 million people migrated from their land This organization helped the refugees to seek asylum They applied the human rights protocol in general
